Couldn't start a transfer because domain was 'within 60 days'

Tried to bring over a .org I registered elsewhere last month and got a hard block about the 60-day rule. Fair enough that's an ICANN thing, but the error appeared only after I'd paid, not before. Wasted a payment and had to get it reversed.
