DAC/EPP fallback mode not honouring block-streaming algorithm

On an older DAC-style drop the tight block-streamed EPP writes seem to revert to plain sequential sends — timing is noticeably looser than the time-release path. Is the proprietary streaming only wired into the new engine mode?
