Multi-socket mode leaves sockets in CLOSE_WAIT

After a heavy drop run I see dozens of CLOSE_WAIT sockets to the EPP endpoint hanging around for minutes, and eventually run.php can't open new ones until they clear. Non-blocking writes look right but the cleanup on the read side seems to miss some.
