robin.php stops reading flatfile after ~200 lines

My drop list has 640 names in it but robin.php only ever picks up the first couple hundred, the rest never get an EPP create. Splitting the file into three smaller lists works fine, so it feels like a buffer or line limit somewhere in the reader.
