Site intermittently 502s under load despite 'unlimited resources'

During a product launch we got a burst of traffic and the site threw 502 Bad Gateway for about ten minutes. PHP-FPM looked maxed out. Plan says a traffic spike won't be a problem but clearly there's some pool limit.
