TCP-split acceleration drops on BGAN handoff

When my marine router hands over between two BGAN beams the accelerated session stalls for about 40s before recovering. Non-accelerated traffic keeps flowing fine, so it's the TCP-split layer not re-establishing quickly enough. Repro: force a beam switch mid-download.
