PDF certificate shows recipient timezone as UTC not local

The delivery timeline on my cert says the message was delivered at 14:02 UTC but the recipient is in the US. When I forwarded the PDF the other party argued the timestamp, which is exactly what I bought this to avoid. Please label the timezone clearly or show both.
