L2TP/IPSec drops every ~90 min on iOS 18

My iPhone reconnects fine but the tunnel dies roughly every hour and a half and I have to toggle VPN off/on. macOS on the same account is stable. Looks like an IPSec rekey/phase-2 lifetime mismatch on the iOS client.
